If I had to buy something, I would prefer manure over compost, because manure contains more nutrients. However, these days you still have to watch that they haven't augmented the manure with peat moss......

IF your local municipality watches what goes into it, their compost can be great. That's what we used last year. However, more and more places are skimping on turning and oversight, if not just downright stopping doing it. The next town over from me stopped, they couldn't do it well enough. But there are also places like mushroom farms that process and sell good compost. Maybe call your local Cooperative Extension and see if they have any leads like that for you . . . my local nursery composts and practically gives it away . . .
