Location is needed for best chance of an ID. Looks like a sedum, Sedum hybridum perhaps in it's winter state. How it looks at the end of winter is not really a sign of disease or stress.

Definitely not a kalanchoe which means sedum and their most common cause of dieback is poor drainage and too much water.

Contrary to what has been said above it .looks like it was lacking water. Yes most sedums are drought tolerant but do best when regularly watered. ground cover sedum forms a mat by growing along the ground with long stems which root thus forming a dense mat. Don't mulch. It also appears to be on a slope, which was perhaps the reason for planting it.
Pick out as much of that mulch as you can, you can see it has formed the long stems, which couldn't root because of the mulch and just looked stringy and bare.
Water if you are dry....and watch. It should form a nice mad and will have some sort of bloom likely mid summer.
