Is this Pampas Grass?

I need to know what this type of grass is- not only because I love ornamental grasses but because I have bird who free flies around the house: I have to make sure this isn’t toxic. Pampas grass is safe.

my first thought was pampas grass but it looks small and scrawny compared to the large fluffy stalks I have seen used in decor.

however- I just can’t think of anything else it could be... any thoughts? Thanks 🙏
