You would need to plant directly into a grass based living green mulch or a tough groundcover mix suitable to your location that will hold the soil in place during the flood. Mulched beds are not going to work for you. The definition of planting beds, if you even need that definition, would come in the growing season when you mow the open areas.

This all depends of course on the nature and quality of your flood.

How long have you been there? Any likelihood of the water coming into your house some time? Because trying to do something about that would be my first priority - if a wall of water clobbers your house and leaves you stranded in the middle of the night you won't care too much about what happened to your landscaping.

Idk if grove of River Birch would survive, but they like water. Or Quaking Aspen?
