Use a snap latch narrow enough to go through the loops but long enough so that two loops can be latched together. As the plants grow simply raise the light. Slip the latch through through the loops at both sides at the desired height. Can be repeated as often as needed. Seed grown plants you will often find similar lights an inch or so above the soil and as they grow the light fixture is raised and secured at the height needed. Someone I know uses a big headed nail but he always ended up scratching himself. There are many things that you can use.

It looks terrific--good job! It reminds me that I need to sell mine ASAP. My husband and I bought a 4-level model about 40 years ago, and I filled it every spring. Loved that thing. But life happened, and I stopped starting seeds for a long time. My son took it apart so I could sell it. Not sure how much to charge. New ones go for over $1,000, but this isn't new, It needs new lights, and it needs new wheels.

I like those S-hooks for adjusting the height - seems simple and easy.

Years ago I cobbled one together out of a flimsy metal shelving unit. I bought cheap walmart shop lights and chain and it worked perfectly. I didn't like that it was so flmsy though. I finally treated myself to a nice bamboo, 3 tiered one. Still working on putting the last shelf together, having had to reorder multiple parts as the original holes didn't line up right. At least the company has sent replacements for free.
