Appears to be, but you could take pictures of your plant NOW in its dormant state, and submit those images for evaluation/ID.

Show the WHOLE plant, and then progressively closer images of trunk, branches/stems, buds, etc. All of this information adds up to the plant's identity.

Hmm. Don’t know but I’d be worrying about the poison ivy everywhere.
