If you are married to the fixture itself, you can replace the fluorescent tubes with LED tubes that bypass the ballast.

Depends, they have LED tubes that use the existing ballast, so plug and play (not sure on complication with compatibility or longevity using the ballast though). They also have LED tubes that bypass the ballast, where you would remove the ballast and do a little re-wiring inside the fixture (but not complicated).

Best to remove the ballast & rewire. Because the ballast will continue to consume energy. And, when the ballast goes bad, you're back in the same boat of having to replace it.
