Help with baseboard trimming

I am working on finishing a space that used to be a garage. It has a concrete floor, and when the drywall was hung, there was no attempt to make it flush with the edge of the sill. So, the sill sticks out proud of the bottom of the drywall. I am looking for ideas on how to trim out the basebaord area so that when I install the baseboards, they lay flat against the wall. The only idea I've come up with is to add enough flat 1X to the top of the exposed sill plate to make the edge flush.
