regardless .. a majority of the tree is dead ... and if those are leaves below.. the tree isnt worth saving.. imo ... it would not be worth the investment to have all the dead pruned out.. to see if the rest can recover ... at best you will have a real ugly tree that eventually dies anyway ...

Its not a vine, small healthy branches are growing and producing the leaves

if its an ash.. it probably has to go ....

and even if not.. by the time you cut out all the dead stuff.. you are going to be looking at one ugly tree for the next decade or two ...

you could invest in hiring an arborist for an onsite inspection ...... add your city and state to the search terms ... not every guy with a chainsaw is an arborist ....

or you could just take that money and put it into removal ... and if you go that route.. get 3 estimates.. and insure the one chosen has current active insurance ... ask to see the certificates ... and if they dont have it with them.. ask them to carefully leaves the property ...
