Can a climbing rose be used to trail down a retaining wall?

I already want to cover a "to-be-installed" concrete retaining wall lining our basement walkout. I have been told by a garden center that climbing roses cannot be trained to trail instead (the bottom will be pavers, so no planting from below). However, weeping rose trees are made by grafting climbing/groundcover roses onto a standard and letting them grow down... so... why can't I just plant roses on top and train them down?? Or, are there specific zone 4 varieties that would work better for this purpose?
