If the blind shoot phenomenon is variety related, that is, a certain variety is predisposed to throw occasional blind shoots, probably a genetic trait, then a cutting taken from either a blooming or blind shoot should not matter.

A bush that grows from such a cutting should exhibit the same overall parent's bush habit, not the blind shoot's current state. Say the parent bush produces 15% blind shoots normally. It's cutting grown offspring should behave the same regardless if it was taken from a blooming or blind shoot.

The old Hybrid Tea, Pascali, hardly grown today, was notorious for producing blind shoots regularly. That fault is rare in more recently developed roses. The public would see to its un-sellability today, and it would quickly disappear from commerce....unless it had, for example, a bloom of such distinction, it's blind shoot trait would be overlooked.

A young or poorly grown rose that shows blind shoots today, yet otherwise would produce a blind shoot free bush given good care, and when some maturity is gained, I believe would be safe to take a blind shoot cutting therefrom, and attempt propagating it. A little more TLC may be needed to be successful in getting it to root, but if successful, the new bush should, in short order, be blind shoot free if that is its variety's normal nature.

If a cutting is taken from a blooming shoot of Pascali, if successfully propagated, the new Pascali bush will not be, 'cured,' of it's blind shoot producing nature. It will continue to produce blind shoots at its parent bush's rate.

Here's an interesting thought:

The rare, off chance occurrence of inadvertently taking a cutting from a blind shoot inclined rose bush that unknown to you at the time (How would or could you know?), which cutting had a hidden genetic mutation within its tissue, the resulting bush showed no blind shoots at all, ever thereafter, unlike its parent, due to the genetic mutation in the original stem cutting. A blind shoot free new bush would be the result. This possibility is very highly unlikely, but still possible.
