Why will my Spartan juniper not take?

Hey Guys,

Last year I planted 9 Spartan Junipers in my backyard. I did my best to plant them on a mound, however, it was a bit tricky with the slanted ground I planted them in. Watered 2-3 times a week for the first few months, and after that just kept my eye on the moisture in the soil surrounding the base of the trees.

Anyways, this year I had to replant one tree as it didn’t take. You can see in the photos the replant is already dead. The needles are hard to the touch and there is little flexibility in the branches, which is all too familiar with the prior tree I planted there.

I cannot for the life of me figure out why this one tree will not take. 8 trees have had no issue, but this one particular spot just isn’t having it. I’m hoping 3rd time will be the charm, because this singular tree is driving me crazy. Any advice would be extremely appreciated.
