Concrete Between Wall Studs?

We just bought a 1950's Cape and are renovating, and we found concrete blocks between the wall studs down toward the baseboard. We are trying to pull wires through, but they keep getting snagged on the concrete. Has anyone seen this? If so, what's the purpose of the concrete?
