dryer heating issue (REALLY odd problem.....REALLY!!!)

I have a maytag 3000 series dryer that is not heating. I checked all the components of the heating system with my meter and they all appeared to work. Even so, I replaced all the heating components including thermal fuse, thermistor, thermostat, heating element, etc. On top of that, b/c I still have the issue, I have check the new components since that time for resistance and they work fine. So I went a step further and turned the unit on a cycle and tested for power at the heating element and getting both 120v AC on each leg (inside and outside the housing for the element to make sure); however, the sum of the legs is not 240ac, but instead 0V. That made absolutely NO SENSE to me...it was as if it was trying to run on the same leg of the panel box. Nothing has been modified at the plug or panel. What could be the issue? Power is making its way down each leg (either through the blower motor centrifugal switch for leg 1 or through the fuse and thermostatic devices down leg 2), so you would think I would have 240v AC running at the element if I am getting 120v AC on each leg from the source all the way to the device (the heating element). Im baffled.
