Is this overmulching?

Hi, we recently hired a landscape company to build a natural stone wall and to install a drift of deergrass and California native plants (white sage, bees bliss sage, and California fuchsia) on the slope next to our driveway. However, it seems like most of the plants are buried in massive amounts gorilla hair mulch. Is this normal? We are located in the the bay area, more specifically, the Richmond/ El Sobrante area of East Bay. There is a natural wind tunnel effect here and it's mostly sunny with temperature range between 56 to 80 daily. Drip irrigation has been installed.


But with so much mulch, we are worried for the plants health. Would love some advice.
