The cupboard on the right holds everything needed to do laundry.

The space is about 3” don’t think it will work there
my ironing board is in my sewing room

Another idea I had was to add another shelf above the washer- put the sleeve board on the left of top shelf and a trailing plant on the right

I like the idea of something of wood as a contrast to your more modern touches. And the shelf might be a good idea.

For under the shelf, do you ever find change, a key, pens from pockets when you are sorting to wash? I sure do ;0) What about something like a small wooden valet tray like you might find on a dresser or mans vanity to hold those things that shouldn't be in the laundry to begin with, wonder how hard that might be to find.

I think the pic would be a pretty reflection for your mirror. Will you have a nice waste basket or something on the floor to help balance the art being wider than your toilet tank?

Should I be placing that piece of art over the toilet or centre it?

If mine, I think I'd wait to hang it until I have any other pieces on hand. You'd mentioned stool, TP holder (and there are certainly some pretty ones available these days). You'll know what's most pleasing to the eye when you could see them together and how balanced it would feel in which position. I know, it's hard to wait when these projects are nearing their end. If you can't wait I might try centered, it would just be one picture hanging hole in that pretty wall that would be hidden behind the art if you did want to change it ;0)
