Broken Tuber and other questions

DD has one dahlia in her yard (zone 7b). It was planted last year, but has never bloomed. She has now dug it up. In doing so, one of the tubers broke. She wants to know if she should save it or pitch it. She has asked me to ask y’all for your advice. Below are pictures of the tuber(s).

The first two pictures are the same tuber. She broke it diggin it up. The second picture shows the break. Is it salvageable? Should be plant both pieces or just the piece with roots?

Is this worth planting or is it too small to produce anything?

We are assuming this is good to plant. Is that correct?

She is a novice gardener but wants to learn. I’m asking the questions here so she can spend her time in the yard. Today she is moving hostas, in addition to lifting the dahlia.
