Yes, poison ivy. That's an extreme manifestation of the aerial roots that it uses to cling to the tree bark. They usually aren't *quite* that abundant, but they are one of the defining characteristics for identifying poison ivy.

As mature as that vine is, there are probably stray seedlings scattered about, so beware. Unless someone is diligent about weeding, that patch of pachysandra at the base of the tree will eventually be a patch of poison ivy, lol.

The itching agent ( urushiol ) is more concentrated in the vine than the leaves and even more so in the roots.
