landscape advice for Dallas TX

Calling all green thumbs with knowledge of zone 8 plantings, Help please!

1st pic, when these grasses die out, we will be looking at a large utility box. Would love suggestions for small evergreens or perennials that stay full please.
2nd pic, the elephant ears grow great but cover the fountain. Most of the shrubbery has now died because of freeze. We could move the elephant ears behind the fountain. What other plants would you suggest for this area? I would like to layer it in sizes and keep them low around the fountain. But maybe have a backdrop behind it.
3rd pic, we are planning to take out the shrubs in order to see the leasing office. We are looking for lower plants. This is a leasing office that faces south. Lots of sun with no shade. Also, there is a manhole. Any ideas for the area around it? Instead of just annuals?

I have had two landscapers out to give ideas. They haven’t had too much planning with intentional design. I have no green thumb at all. Am open to Texas native landscaping but would like it all to look cohesive.
