It looks like flaking stucco/plaster, possibly from heat exposure over a long time. There would be no reason to apply asbestos in that manner to a wall like that. However, no one can identify asbestos-containing material by looking at a photo or by simple visual inspection: the only reliable way is to take a small sample to a certified asbestos lab and have them examine it by microscopy. Your local or state environmental agency should have a list of accredited labs and the analysis should cost under $100.

Kudzu9, thanks for feedback ill look into testing. The top layer is hard and cracking. Under that is a softer crumbly layer. Does that still make sense for stucco?

It’s finish plaster (the fine white layer) peeling off of scratch coat.

This appears to be plaster over a base coat. The only way to know if there's asbestos present is to get it tested.
