Can the HOA do this???

I plan to reach out to a real estate attorney, but in the meantime, I'm hoping someone has knowledge or experience in this matter. We live in a golf course community. We purchased our home 5 years ago and had the OPTION to purchase the Country Club/golf membership, which we declined. Yesterday, all the homeowners got a letter from the HOA stating that they had received a petition signed by 64 percent of the homeowners in our community requesting that ALL property owners be required to purchase a membership. We don't golf or use the clubhouse so I'm not happy about the prospect of having to purchase a membership, especially being that it costs tens of thousands of dollars. The HOA letter stated they are required to hold a special meeting due to the petition (which we will attend) and that they are speaking to their attorney. Is it possible they can force existing owners into this membership? Has anyone heard of this before or know of any real estate laws regarding this matter?
