No!. You can grow a lemon on dwarfing rootstock inside a winter green house and get lots of fresh lemons as I have done here in Cincinnati, Ohio.

The refusal of having a Harvey lemon on Flying dragon roots is what is making it impossible to grow a true lemon in your area.
