Yes that's frost around the door.

Please post more pictures that include the whole door. In addition, what is happening here? It looks like rough framing around the door that needs to be trimmed out. Who is going to do that?

That would fail inspection in Florida. The new rough in would have to have "bucks" (treated framing lumber) installed so that no more than 1/4" shims are used.

A standard 6 ft rough opening is 72”. Many patio doors are 71” in width so there is a small 1/2” gap on each side which would be insulated. Doors windows are always smaller than the opening.

It is a custom order size door that is I think 96 wide x82 tall. I truly appreciate your help. I am in healthcare so construction is completely out of my wheel house but even I know something isn't right here. When I measured the spaces it wasn't as bad as I thought by looking at it.

Looks like it was installed correctly though the height of the RO is a little generous. What Does it look like on the outside, that's what counts?

And who is responsible for trimming out the door?

Well, it's either: 1) the door installer, which means they aren't done, or 2) a contractor, who may or may not be satisfied with the work, or 3) you. Seems important to resolve this critical detail now.
