Outdoor tiles?

It does not look like wood to me either. It has a metal look about it as well as looking like tile pieces. So yes it can be outdoor tile of who knows what composition. What matters is you want to recreate the design. Use the materials to create that look that works for your project. The idea of it is more important than the material.

I don't think the material in the image is wood, I agree with the others above that it is probably a tile of some sorts.

If you did want to do real wood - Ipe, Teak or Garapa would be good options.
