What they probably meant is to have a video camera inspection usually it's done for sewer lines. You have to find a local plumbing company that provides such services.

The bedroom also requires an egress window not sure what the code for that is in Canada, I would check that also.

@GN Builders, thanks for your comment. I also thought so but unfortunately I am not finding a plumber or company who can provide that service on scoping. Hope someone can recommend me one. I have even asked Enercare.

As far as other requirements for basement apartment works are in progress meeting those.

@worthy - Thanks for your response! I am looking for a plumbing company or plumber who has done this before to the Waterloo city. Here is what the inspector told me - 

"The licenced plumber is to provide a detailed report after scoping the DWV. They should also confirm the installation complied with the Ontario Building Code (OBC)."

I had requested some references but she declined to give me. Hope someone in this forum can recommend me such.
