I remember touring her garden and being pretty amazed at not seeing a lot of barriers to protect her vast collection of peonies. If I recall correctly, she used the tall metal stakes and then strung fishing line between them at about 4' height. It sounds kind of ridiculous that fishing line worked but it did. My parents, on the other hand, live in the mountains near Aspen and they are always trying to keep deer out of their beds. They are using 4' tall decorative garden fence around specific areas and then they let the deer have free range in the rest.

Your plan sounds okay to me, except when you use wire strands (or as popmama mentions fishing wire strands) I think you should put some flags on those strands so the deer and elk see it and don't try to jump and then get hung up on the strand.
