Could it be feverfew? If it is, can you recommend uses for it?

I would suggest Tansy, rather than Feverfew. Tanacetum vulgare rather than Tanacetum parthenium.

I planted fern leaf tansy at the same time, but the herb I think is tansy died back with the cold while this one remained green through most of the winter.

Tansy is unlikely to die of cold. I think that’s what we’re looking at here.
