I could be way off but my first thought was a Chenopodium sp.

Chenopodiaceae of some kind was my initial hunch.

I think you may have it, Jay. I am familiar with the Chenopodium/lambsquarters that grow here. Those are normally annual plants. This plant has more substantial stems and leaves--appears to be a bush--and has stayed evergreen through the winter months.

Baccharis is what I thought as well, but I couldn't recall the name - sea myrtle is a common name for it & it has many. Bees love the flowers.
