I can't see them closely enough to know what they could be. If it was my plant, I would cut off all of the brown leaves. Peel all of the stumps off of the trunks. Then wipe the leaves on both sides by supporting the other side on your open hand so you can apply a little pressure, also do the trunk, and petioles with cotton ball, damp with rubbing alcohol. Then, when it's time to water, put it in the shower and give it a good rinse, gently waving the foliage around to get all of the surfaces. Then inspect often for any reappearance and repeat treatment if needed.

If they won't wipe off as described, it's probably some type of scale, harder to get rid of for this reason.

Also remove all of the dead leaf debris from the soil surface. Does this pot have a drain hole? Are you able to add a pic of the whole plant, with pot? From the side.

Hi, thank you for your suggestions. Yes the pot is very well drained but I add the dead leaves thinking it’ll make the soil more fertile (I guess I’m wrong from your comment 😆). I’ll try to shower and wiping the leaves off. Those are some kind of small bugs… this cat palm was great while outside but as soon as winter hit and I bring it inside it suffers with browning leaves (even bought a grow light to give it more light in winter) but this is the first year it “developed bugs” …

Thank you! I took it outside (lots of sun and I don’t think too cold now in April) but a lot of the leaves turned brown/dried. Is it too much sun now? I hate to give up on it, had it for a few years and babied it for so long

If there is any sun shining right on it after being inside all winter, sunburn can easily occur.
