this brick wall keeps giving me issues

I don't see the brick part of the wall. No tell-tale brick texture to see.

Is this a wall in the garden or a house wall? Inside, outside? Interior side of an exterior wall? Stucco or plaster over brick? Climate?

Wild ass guess is that it looks like a paint adhesion problem possibly related to moisture migration.
