Just so you know, most Plumeria shed their leaves in the winter - such as it may be. Make a clean cut at the top, below the rot, where the rotted part came from.

The biggest problem I see is it is being crowded by the palms and forced into a leaning, elongated growth trying to reach for some sun. It is not ever likely to be stable in high winds with palm fronds bashing it.

Move the plumeria. Give it some room and sun of its own.

Thank you, I actually was going to trim back all of the palms today. The tree was at my previous home that we now rent. It was two stories tall, a magnificent tree for 20 years. After it fell in Hurricane Irma, we brought what was left here to our new home down the road. It’s never taken off at this house, perhaps the location with the palms as you suggest.
