The problem is that metals useful for the role of utensils are conductive and hence reasonably reflective in the visible. So to get them black one needs to add a coating. This coating would have to resist teeth, food chemicals, dish-washing chemicals, and UV light. Hard anodizes and passivating treatments are the closest you will come, and they tend to fade over time.

Multilayer dielectric coatings might be constructed to look black over some spectral range, but wear would still be an issue, as would uniform coatings to fractions of a wavelength.

Some black non-stick coatings that are tolerant of high oven temperatures might work, but I think teeth would eventually win.

Carved ebony is black all the way through and could be imagined as a material for chopsticks (Asian Goth), but I think that is a stretch relative to the normal meanings of "silverware."
