Norway spruce needles? Growth expectations?

Hello, We planted a number of Norway Spruce in 2019. Below in comments are current pictures taken 4.13.22. We believe they have suffered transplant shock and possibly wind/winter damage. What is the prognosis of the trees? Should we just ensure buds are still forming at the ends of the branches and assume they are still good/fine? What is typical growth per year for this tree? I would like to monitor them a little more closely year to year to assess their progress. Location: Iowa. Thank you for any advice in advance!
