The fascia board should not hug the shingles. There should be at least a 1" gap. So it had no chance. A critter can see opportunity to make a home/find food in compromised materials, so one may have exacerbated the removal, but as millworkman said rotten was first to the party.

And further to 3onthe trees point, the fascia above the roofline is not rotten, which goes to the point. Water is splashing and wicking up the rake rake board. When replacing i would be sure the flashing behind it is intact and use Azek or the like for the replacement.
