Remove First or Install Flooring Overtop?

Hey I've got some old vinyl tiling that i discovered under some carpet in a room I want to renovate. It's curled up about 1/16th of an inch but I don't really want to remove it because it looks like it most likely contains asbestos. My question is if I install rigid core luxury vinyl flooring that's 15mm thick will I even need to remove this or could I just leave it? Should I maybe double up the underlay? Thanks in advance for your advice!!

    Leaving asbestos in place and working around it is actually better for the environment than removing it. So long as it remains intact asbestos is not a hazard to people living there.


    A competent professional won't remove vinyl flooring without having it tested for asbestos.


    I lived with popcorn ceilings for many years and when I did a gut remodel they were removed by a licensed hazmat asbestos remediation company. I think the total bill for about 1000 square feet was close to $6000.


    If you can put new flooring over the existing vinyl tile that would be the best solution because the existing asbestos doesn't have to be dealt with in terms of filling up a hazmat site and it also saves some money. Obviously carpet can be installed over it but I don't know whether other types of flooring can without impeding function or warranty.
