We need a lot more information. Firstly what kind of Hibiscus was this? And where are you located geographically? It might just not have been suited to your climate.

That looks like the stems of hardy hibiscus perennals. Mine do not show new growth until near the end of May. When we cut them down in the Fall, we leave3-4” of stems just so we rember where they are in Spring so we don’t accidently dig them up. patience, patience this time of year….

Mine have only barely begun to show a bit of new growth, be patient.

We don’t know how far north or south you are. I’m in north Missouri where it’s way too early for my hibiscus to show any life.
