Root girdle or disease?

My Japanese Maple was installed by our landscaper in 2018. We've had no issues with it except an occasional late spring freeze killing its leaves. This year only the top and an odd branch are leafing out. The parts that are leafing look healthy and vibrant, although one section tried to leaf and now seems to be dying (pic included). So far, the branches are still green when scratched, although I noticed some brien areas (see pic); I can't say if that has always been there.
What might be going on? We had a late freeze and frost again this year (Zone 6a, northeast Ohio) but less severe than previous years, so that doesn't seem like it would be the culprit.
