its drooping because the disturbed roots cant pump enough water inside the stem to hold itself up ... it lacks turgidity ....

wouldnt be surprised if it flops every afternoon... and then by morning has recovered ...

water properly and deeply ... and quit worrying about it ..

though it doesnt matter in this post ..... get in the habit of giving us location.. in every post ...

Those long, upward growing shoots are characteristic of many of the dwarf abelias. It won't hurt to just cut them back as they appear. I do it a couple of times a season.

Thank you both for your responses! So is that classified more of a sucker then or just part of the natural growth of the plant?

By nature, abelia is a tallish, fountaining shrub. The dwarf forms have for the most part been bred out of that habit but will from time to time generate a tall, arching shoot that I prefer to be kept cut back. Not a sucker....just part of the plant genetics.
