You don’t, unless you want to get sued. You write factual reviews that refer to industry standards, contract agreements, missed deadlines, etc. You never use words like shoddy or substandard. They are actionable.

What is so substandard about what work that was done to make you think it should be advertised?

I wouldnt advertise it, that can often land one in hot water. But if you can be honest and factual, write reviews on places like yelp and whatever your local work lists are. If they broke contracts or something more disreputable, you can submit a complaint to the BBB. Depending on the business, there might be a licensing board or the like associated with that business you can submit a complaint to. If it's real bad, you can check in with legal council.

Make sure you have all your proof and documentation in order if you choose to complain about a business. Also make sure your reviews or complaints are following basic forms of English grammar.

I read that the OP is asking why Houzz accepted advertising from someone who allegedly does substandard work. But I could be wrong......................
