Weed in shrub border - is this ROS?

Neighbor of mine has tons of these primarily under her Rose of Sharon but also the whole bed. I know that ROS can reseed heavily, but normally it is too cold here and we don't typically get ROS re-seeding. I've never seen it in my 20+ years of gardening. Does this look like ROS seedlings?


Additionally, one side of the shrub has a lot of deadwood presumably from harsh winter conditions. This ROS is a tri-colored one so I guess that means there are multiple cultivars in one shrub so I guess anything is possible!



I guess another possibility is that it came in with the landscapers mulch, but then all the beds in the neighborhood would have it (condo complex) and that is not the case as far as I can see.
