Does your mother actually live with you or is she using your balcony for raising flowers because she doesn’t have any outdoor space where she lives?

If you need to compromise on the flowers, get a couple of complact plant stands that won’t compromise the view and put all the greenery in one spot. Maybe 2 of these

Either re-pot the flowers in the urns or tuck the urns into corners or under tables, out of the way.

If you’ve got room for a sofa, great, but it should be all-weather and comfortable.

Those chairs don't look comfortable at all. Go shopping for a couple of chairs that will fit in the space, looking out to the view, not across the balcony. Then a rug, once chairs are selected.

Too many little plants, 3 larger ones would be max. Perhaps wall decor where the chairs are now.

You could buy indoor/outdoor carpet and cut to size as your balcony is such an odd size. Perhaps the artificial grass?

Where is the golf course? All I see are high rises.

Pick a color you love and then two accent colors. Say you picked the blue chair above, then choose your accent colors. Spray paint the flower pots in one of the accent colors. Add some pillows in the accent colors. Perhaps you can do an over the balcony plant holder or hanging plants from above. That turquoise on the windows is a great color to start with.

Build some much larger, shallow planters in (as permanent features) opposite the seating area and replace the chairs with a deep bench seat, pillows in back; get a pile of floor pillows and a beautiful outdoor carpet over the whole space and you’re done!
