Both the OP and the Eden Project are located in Cornwall.

But if the plants being questioned are located in one of the biomes, they could be from anywhere.

It does look like a Dracaena to my eyes; not one I have seen.

Thanks for the i/p. I wondered if this might be a problematic ID.

Jay - as gardengal indicated, this is located in the Rainforest Biome, and, I believe, in the part dedicated to tropical S. America.

If my memory is correct, but no guarantees, that would remove both Dracaena and Palisota from the equation, as these would appear to be African, in origin.

Searching Google for images of Palisota bracteosa, though, does bring up pictures that look similar.

I did find, however, that P. barteri does appear to be found in S. America.

It looks like a LOT of research is needed. :-))
