Floor registers missing baffels

Recently purchased a house built in 1958. Still completing a long list of projects.

Because of some A/C issues I measured the air flow and temperature at every floor vent in the house. While doing so I found that 6 floor vents have very little to no air flow. I also found that probably 90% of the floor vents (very old) have no baffles whatsoever.

My question: would missing baffles cause air flow issues?

Should have clarified. The baffles have rusted and fallen out.
