I *believe* it is saying that you have plenty of most everything (and not too much of anything), but could amend with some nitrogen. Good to know. The pH is pretty nearly dead neutral. Certainly not high! (Neutral is 7.0.) DO NOT screw with your pH!

As to nitrogen, it's very hard to test for, because it is highly mobile and sort of comes and goes. Nitrogen is the part of the soil test that one might be reluctant to believe. You might just give them a call and get some clarification. Fruit production largely won't depend on nitrogen, but rather on the general health of the plant. If the foliage looks good, N is probably OK. If you really want, you can just throw on some lawn fertilizer, which is mostly nitrogen.

From my calculations 50 lbs per acre of nitrogen is .6 oz per 4'x8' foot bed. Which sounds like they're telling you that you need nothing. Maybe a few tablespoons of lime per 4x8 bed.

So, the pH at 7.3 isn't high enough to bother tomatoes? I know they like a pH of between 6.0-6.8.

Those pH numbers that plants "like" are largely ignorable. Plants do fine in any roughly neutral pH. There are some plants that very much do not like extreme pH. Those are the numbers to pay attention to.

As to being pegged at "max", that's just saying that the soil has more of that particular nutrient than the plants need. As in, you're good to go! We're not talking toxicity. If you have a party, and someone comes and says you have too much wine, are you going to start tossing bottles?

From the PH reading and you're location I'd guess that you're using raised beds and purchased the growing medium. So what you tested was the contents of the bags or bulk medium? If you mulched in some peat, or chopped leafs the PH would be lowered some. But your tomatoes will do fine this year.
