Bathroom vanity toekick heater dilemma

How can I replace my 90's 72" vanity with a 36" updated one with a hydronic toekick heater that is concealed under the vanity. I suppose I can eliminate the heater by cutting it out and making appropriate connection under the floor to maintain circulation but I don't want to rip up the floor. Also what can I use as a source of heat if I eliminate the toekick?
