Whoever did the soffit and fascia should have handled that. Someone on that team should have been aware to notify the G.C. about that conflict, and in fairness that probably is a detail that was not accounted for and would have been extra money.

If you answer this question we might be able to give you better information. Why did you point the camera into a dark black hole then ask what we see? It's customary to light things if you want camera to "catch it".

If you have a general contractor, they should assign who fixes it.

Right, doesn’t matter who fixes it but it needs to be fixed (and that is not a can of foam) Even if they were sealed from the attic side you need the exterior sealed as this is an ideal spot for nesting birds, wasps, etc.

Follow the detail in the plans if provided. The GC fixes.

This typically doesn't open to the attic but to the void between the eave blocking, facia, roof decking and the gap from the soffit to the undercut roof.

Is the covered soffit original or a recent add to previously exposed rafter tails?
