Because you need to know the following to start with:

1st you need to know what exactly you want because a wine shop/cafe/restaurant has different requirements so stop at the local zoning department and find out the zoning requirements and what type of business you can out there.

2nd you need to find out the building and fire code requirements for the business you will have there, especially since this is a basement, you need to know the number of emergency exits you must have, the number of people you can have, etc.

3d you will need a layout drawing, etc. to fit everything you need for the type of business you will have.
