Did you clean the weep holes on the sash or frame?

I did on a few test windows and still had the leaking.

what kind of test are you doing? Are you isolating parts of the window to pin point the problem? The water toy seeing is on top of the lower sash lift rail only?

Yes. Only on the lower lift rail. Testing is.... Clean it out and wait for the best big rain... If there is water I know that was not the issue.

Is the window externally or internally glazed?

I am not familiar with that that means. Could you please explain what I should look for?

Post up some closer pictures of the lift rail on the inside

Make sure you cleand the weeps on the sash itself. Compressed air may be helpfull. You could do your own testing with garden hose and isolate areas via tape.
