I would have the rocks that are unlevel removed. You can then hire a stonemason to grind the stones at the edges to make them smoother. That's how we had our natural stone coping done. The edges are "eased" and more uniform, so as not to grab swimsuits.

Alternatively, you may be able to find matching brick coping and have the look be more uniform all the way around the pool. I like the brick coping and the waterline tile. Does the tile go underneath the rocks, too?

You need a pool remodeler. Some pool builders will take on remodeling jobs, depending on how busy they are.

For now tiles are till wall only not underneath rocks. So , let's see after grinding how these rocks look.
