Not spiders.......tent caterpillar webbing. You can still see a couple inside the webs.

they return to the nest in the evening... so look for them them.. that is when you would spray them if you wanted to be proactive...

I THINK.. and you need to verify this.. some wasp sprays are labeled for tent caterpillars .. regardless.. always use products according to the label ..

the key to the ID is the skeletonized leaves.. which i think i see .. spiders prey on insects and what not.. they dont eat leaves ... not on the whole tree anyway .. maybe there are weirdo vegetarian spiders.. anyone know???
